Atlantic Diving Supply Inc. of Virginia Beach, Virginia, has been added to a Defense Logistics Agency Troop Support multiple-award contract to supply medical and surgical products through DLA’s Electronic Catalog, or ECAT. The company’s contract has a potential value of up to $450 million, representing a ceiling for its award rather than spending already committed. The underlying multiple-award contract was first awarded in September 2023. An updated ECAT solicitation describes the medical/surgical procurement as a total small-business set-aside.

Medical/Surgical ECAT Program Details

Atlantic Diving Supply will supply medical and surgical items through ECAT, an online ordering system that lets Defense Department and other federal customers compare suppliers’ commercial catalogs and purchase products. DLA uses the system to offer commercial items that may not be available through its Medical Prime Vendor Program. The DLA medical small-business guide says contracting specialists negotiate prices from suppliers’ catalogs, while customers see a total delivered price that includes transportation, distribution and administrative costs.

The award adds Atlantic Diving Supply to a purchasing channel that serves hospitals, clinics and deployable medical units, among other customers. ECAT spans medical/surgical, laboratory, dental, optical and equipment products, although this award is for medical and surgical supplies. DLA reported that ECAT offered access to about 1.3 million medical items and recorded $1.2 billion in sales in fiscal 2022, according to its 25th-anniversary account.

Award and Contractor Background

Atlantic Diving Supply joins a vehicle that has gained suppliers since its initial award in September 2023. In the initial contract announcement, the Defense Department reported that Buffalo Supply received a contract worth up to $49.5 million and that eight offers were received for that award. More recent additions include Era Health, with an $80 million ceiling in June 2025, and Airborne Medical Depot, with a $40 million ceiling in July 2025. Those ceilings apply to individual awards, not to orders already placed.

Atlantic Diving Supply has also filled other DLA medical-product orders. Records show an approximately $324,000 combat application tourniquet order and a $316,350 video laryngoscope kit order. Those orders illustrate the company’s existing DLA medical-supply work; the new ECAT award gives it a substantially larger potential contract ceiling.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under SPE2DE27D0002 after the contract is formally disclosed by the government.
