American Ordnance Wins $53 Million Army Electrical Distribution Contract

American Ordnance LLC of Middletown, Iowa, has received an Army contract to replace aging electrical utility components, with a total potential value of $53.1 million. The firm-fixed-price, indefinite-delivery/indefinite-quantity award covers the design and construction of a new electrical distribution facility, an assessment of whether switchgear, generators, transmission lines and a substation need replacement, and new equipment to accommodate future growth. The initial action is valued at $23.6 million. Army Contracting Command–Rock Island will determine work locations through individual orders, and the estimated completion date is March 31, 2031.

Electrical Distribution Contract Details

American Ordnance will design and construct the new distribution facility to replace electrical infrastructure that has reached the end of its service life. The award also calls for an assessment of major parts of the utility system—switchgear, generators, transmission lines and a substation—before replacement decisions are made. The work combines immediate facility construction with planning for additional equipment and future electrical demand.

The Army’s broader ammunition-plant modernization solicitation and its statement of work identify energy projects among the construction activities contemplated at government-owned, contractor-operated facilities. That statement of work addresses design, construction, commissioning and transfer of completed facilities to plant operators; the electrical award notice identifies the distribution-facility work and utility assessment as the scope of this award.

Iowa Army Ammunition Plant Background

American Ordnance operates the Iowa Army Ammunition Plant in Middletown, according to the Army’s 2026 ammunition and energetics portfolio book. The 19,011-acre installation has 592 buildings and 276 storage igloos. Its load, assemble and pack operations support products including tank and artillery ammunition, mortars, warheads and detonators. The award notice provides for the locations of the electrical work to be set by order.

The plant is undergoing other major investment. In August 2025, the Army announced a $635 million award to MSM Group North America to design, build and commission a Future Artillery Complex. The Army reported construction had begun in July 2026 and said the complex is intended to replace a World War II-era artillery production line nearing the end of its operational life. The Army has not identified the electrical award as part of that complex.

Award and Contractor Background

The Army received one bid for the electrical contract. American Ordnance is the operating contractor at the Iowa plant, while Army Contracting Command–Rock Island is the contracting activity for the new award. Earlier Army budget materials listed a primary electrical distribution system upgrade at the plant with $1.2 million in prior-year funding, providing a historical example of electrical infrastructure investment there.
