16 Firms Win $9 Billion NAVFAC Northwest VENTI Construction Contract

Naval Facilities Engineering Systems Command (NAVFAC) Northwest has awarded Walsh Federal LLC and 15 other construction firms places on the VENTI Multiple Award Construction Contract, a regional vehicle for designing, building, renovating and repairing government facilities. The contracts have a combined maximum value of $9 billion, with work expected to be completed no later than September 2034. Walsh also received the first construction task order, valued at $76.2 million, for the P939 Launcher Equipment Processing Building at Naval Base Kitsap-Bangor, Washington. The $9 billion ceiling applies to the awardees collectively, rather than to any one firm.

VENTI Multiple Award Construction Contract Details

The contractors will perform design-build and design-bid-build projects under individual task orders. As described in the solicitation, work can include new buildings as well as renovation, alteration and repair of existing facilities. The potential projects span industrial and maintenance buildings, warehouses, production and communications facilities, medical and training facilities, aviation buildings and personnel-support spaces. Each task order will define its own construction requirements and price.

The vehicle also covers infrastructure beyond buildings, including substations and electrical distribution upgrades, roads, bridges, airfield pavement and culverts. The pre-solicitation description identifies waterfront work such as piers, wharves, seawalls, dry docks and dredging among the types of projects the Navy contemplated. Work may take place across NAVFAC Northwest’s area of responsibility in Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska and Wyoming; the Navy anticipated that most projects would be in Washington.

Walsh’s initial task order is for construction of the launcher-equipment facility at Bangor. The Navy’s military-construction project justification describes a planned 28,042-square-foot facility comprising a 17,166-square-foot processing building and a 10,876-square-foot storage building. The project plan includes high-bay processing space, a test area and storage for launcher equipment and components used by the Strategic Weapons System.

Strategic Weapons System Facilities Background

The Navy says the Bangor project is intended to provide space to process, maintain, test and store launcher equipment over the Strategic Weapons System’s planned service life, which its project justification identifies as extending to 2084. The justification says Building 6006, originally built for radiographic inspection in 1978, was repurposed in 2008 and became the principal launcher-processing facility as Strategic Weapons System operations increased. The Navy plans to use that building’s site for a Mission Assembly Building associated with Trident II D5 missile processing.

The Bangor project received $200.6 million in the Navy’s enacted military-construction funding table. That project-wide figure is distinct from the $76.2 million value of Walsh’s task order under the new construction vehicle.

Award and Contractor Background

The VENTI competition drew 21 proposals. In addition to Walsh Federal, the awardees are Alberici Constructors, Caddell Nova JV, CDM Constructors, Clark Orion JV, Contrack Watts, ECC Expeditionary Constructors, Garney Federal-Obayashi JV, Granite Manson Absher JV, Hensel Phelps Construction, Kiewit Infrastructure West, Korte Construction, RQ Construction, SLSCO, Tutor-Perini and Whiting-Turner Contracting. The Navy said the 15 firms other than Walsh would each receive a $5,000 award at contract issuance.

NAVFAC Northwest has used multi-award contracts for regional construction before: in September 2023, it awarded an eight-contractor vehicle with a $1 billion combined ceiling for construction, renovation, alteration, demolition and repair. Walsh has also performed work at Bangor under a separate award, including a child development center project valued at $50 million. Those awards provide a comparison for the scale of VENTI and Walsh’s existing work at the installation.
