11 Companies Win Spots on $1 Billion Navy GRANDE Construction Contract

Naval Facilities Engineering Systems Command Northwest has awarded 11 contractors places on its GRANDE Multiple Award Construction Contract, a small-business set-aside with a combined ceiling of up to $1 billion. The awardees are Advanced Technology Construction, HCPA-Garco JV1, Barlovento, Shape Construction, A&R Pacific-Garney Federal JV II, AMS Dahlgren JV, National Native American Construction, Salt Marsh Consulting Group, STG Pacific, Pacific Tech Construction and Bristol General Contractors. They will compete for projects involving new construction, renovation and repair of government facilities across the command’s operating area. The Navy’s award notice calls for work to be completed no later than September 2028.

GRANDE Multiple Award Construction Contract Details

Under the contract solicitation, the awardees can carry out design-build projects, in which the contractor provides both design and construction, or build projects from government-provided designs. Their work may include constructing facilities, altering or repairing existing buildings, and demolishing structures. Individual task orders will define each project’s design, scope and price; the solicitation anticipated orders generally ranging from $5 million to $30 million.

The award description covers industrial and maintenance buildings, warehouses, production and communications facilities, medical and training spaces, lodging and personnel-support facilities, and aviation facilities. It also encompasses specialized secure facilities, substations and electrical distribution upgrades, roads, airfield pavement and culverts. Depending on the project, contractors will provide construction supervision, equipment, materials and labor.

The performance area spans Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska and Wyoming. NAVFAC Northwest anticipates that most work will occur in Washington. The breadth of the contract allows the command to issue separate task orders for building and infrastructure needs rather than assigning all $1 billion to a single project.

Award and Contractor Background

The Navy received 31 proposals for the competitively awarded contract. Each of the 11 firms is receiving $5,000 at award; further work depends on task orders. The solicitation was issued in March 2025 and reserved the competition for small businesses.

Several awardees have performed other construction work for NAVFAC Northwest. Advanced Technology Construction held a railroad culvert repair task order with a potential value of $32.5 million and a performance end date in September 2025. Shape Construction holds an electrical distribution feeder repair order valued at up to $83.6 million, with performance scheduled through December 2028. Those projects illustrate the range of civil and electrical work covered by the new contract.

NAVFAC Northwest also awarded eight contractors a separate, combined $1 billion regional construction contract in September 2023 for new construction, renovation, alteration, demolition and repair. The new GRANDE award adds another contractor pool for projects across the command’s operating area.
