11 Companies Win Spots on $1 Billion NAVFAC Northwest GRANDE Construction Contract

Naval Facilities Engineering Systems Command (NAVFAC) Northwest has awarded 11 companies places on its GRANDE Multiple Award Construction Contract, a small-business set-aside for facility construction, renovation and repair across the command’s area of operations. The awardees are Advanced Technology Construction, HCPA-GARCO JV1, Barlovento, Shape Construction, A&R Pacific-Garney Federal JV II, AMS Dahlgren JV, National Native American Construction, Salt Marsh Consulting Group, STG Pacific, Pacific Tech Construction and Bristol General Contractors. The indefinite-delivery contract has a combined ceiling of up to $1 billion—not $1 billion for each company—and covers design, construction, supervision, labor, materials and equipment for work at government facilities. The government award notice says work will be completed no later than September 2028.

GRANDE Multiple Award Construction Contract Details

The awardees will carry out projects through individual task orders, using either design-build or design-bid-build delivery. The solicitation covers new construction as well as renovation, alteration, repair and demolition. Depending on the project, the work may involve industrial and maintenance buildings, warehouses, communications facilities, medical and training buildings, lodging, personnel-support facilities, aviation facilities and ranges.

The contract also reaches beyond buildings. Its scope includes substations and electrical distribution upgrades, power and communications lines, roads, airfield pavement and culverts, as described in the award announcement. The earlier project description also identified potential work on mechanical, plumbing, fire-protection and communications systems, including heating and ventilation, generators, water distribution and sewers.

NAVFAC Northwest’s coverage includes Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska and Wyoming; the Navy expects most work to occur in Washington. The contract solicitation document anticipated task orders generally ranging from $5 million to $30 million. Project-specific design documents will accompany those orders, and the resulting construction awards will be firm-fixed-price.

Award and Contractor Background

NAVFAC Northwest received 31 proposals for the competition. Each of the 11 awardees will receive $5,000 at contract award; additional work depends on task orders. The $1 billion ceiling is the maximum shared across the contracts, rather than an amount committed to construction at award.

The command has used a similar regional contracting approach before. In September 2023, NAVFAC Northwest announced a general-construction contract for eight businesses with a combined $1 billion ceiling, covering new construction, renovation, demolition and repair. Work already recorded for current GRANDE awardees illustrates the range of projects NAVFAC Northwest buys: Shape Construction has an electrical distribution feeder repair order with a potential value of $83.6 million, while Advanced Technology Construction has a railroad culvert repair order with a potential value of $32.5 million.
