Black Construction–Tutor Perini JV, Harmon, Guam (N62742-23-D-1320); Core Tech-HDCC-Kajima LLC, Tamuning, Guam (N62742-23-D-1321); Gilbane Federal JV, Concord, California (N62742-23-D-1322); Granite-Obayashi 2 JV, Watsonville, California (N62742-23-D-1323); Hensel Phelps Construction Co., Honolulu, Hawaii (N62742-23-D-1324); Nan Inc., Honolulu, Hawaii (N62742-23-D-1325); and RQ Construction LLC, Carlsbad, California (N62742-23-D-1326), are awarded a combined $2,500,000,000 firm-fixed price, indefinite-delivery/indefinite-quantity contract for design-build and design-bid-build construction projects primarily located in Guam and other areas in the Naval Facilities Engineering Systems Command (NAVFAC) Pacific area of operations (AO). Each awardee with the exception of Granite-Obayashi 2 JV, will be awarded a task order for $25,000 (minimum contract guarantee per awardee) at contract award. Fiscal 2023 supervision, inspection and overhead funds in the amount of $150,000 are obligated on these awards and will expire at the end of the current fiscal year. Granite-Obayashi 2 JV, is being awarded a task order in the amount of $126,132,400 for the construction of facilities for the Ground Combat Element Infantry Battalions 1 and 2, which includes an auto shop, an electrical/communications building, a vehicle wash facility, vehicle laydown areas, roadway construction, ancillary mechanical enclosures and incidental work at Naval Support Activity Guam. The task order also includes one option item that is being exercised at time of award and is included in the $126,132,400. Work will be performed in Finegayan, Guam, and is expected to be completed by December 2025. Fiscal 2023 military construction, (Navy) funds in the amount of $126,132,400 are obligated on this award which will not expire at the end of the current fiscal year. All other funding will be made available at the task order level as contracting actions occur. All work on this contract will be performed primarily within the NAVFAC Pacific AO, which includes Guam (80%), Commonwealth of the Northern Mariana Islands (10%), Hawaii (5%), and other areas in the Pacific and Indian Oceans (5%). The term of the contract is not to exceed 60 months with an expected completion date of March 2028. This acquisition was competitively procured via the Sam.gov website with nine proposals received. These seven contractors may compete for task orders under the terms and conditions of the awarded contracts. NAVFAC Pacific, Joint Base Pearl Harbor Hickam, Hawaii, is the contracting activity.
