Government Description
The Department of the Navy, naval facilities engineering systems command (NAVFACENGSYSCOM), through its utility rates and studies office, intervenes in the utility regulatory ratemaking process before various federal, state, or local authorities. The contractor will review and analyze utility applications related to cost of capital, prepare cross-examination questions and testimony, attend hearings to provide technical support, and supply technical notes for legal briefs. Additional tasks include analyzing regulatory orders, preparing reports on cost avoidance strategies, conducting preliminary analysis to determine intervention needs, identifying potential issues for challenge in testimony, and estimating cost savings from successful litigations.
