Background
The Department of the Navy, through the Naval Facilities Engineering Systems Command (NAVFACENGSYSCOM), is responsible for purchasing utility services exceeding $1 billion annually. The Utility Rates and Studies Office plays a crucial role in protecting the Navy's interests in utility regulatory proceedings, ensuring that utility rates are fair and just.

Due to various challenges such as manpower and technical limitations, NAVFACENGSYSCOM seeks external expertise in areas like Cost of Capital to navigate complex regulatory environments and issues arising from changes in the utilities industry.

Work Details
The contractor will be required to perform several tasks including:
1) Review and analyze utility applications related to Cost of Capital, including filings, testimonies, and other relevant data.
2) Prepare suggested cross-examination questions for witnesses from opposing parties.
3) Prepare testimony and attend hearings if required, providing technical support during cross-examinations.
4) Provide technical notes for legal briefs.
5) Analyze regulatory orders and prepare reports on the Navy's cost avoidance strategies.

Additionally, the contractor may need to conduct preliminary analysis reports to determine the necessity for intervention or other actions by the Navy. They should also identify potential issues for challenge in testimony and estimate cost savings from successful litigations.

Period of Performance
The contract will be performed over a period not exceeding thirty calendar days from the date of receiving each assignment.

Place of Performance
The work will primarily take place at locations specified by NAVFACENGSYSCOM, particularly involving interactions with regulatory bodies.
