Mar 2017:
Elbit Systems of America, Fort Worth, Texas, is being awarded a $49,884,371 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for a maximum quantity of 126 helmet display tracker systems (HDTS) and associated line items for the Navy on the MH-60 aircraft. The HDTS provides situational awareness and targeting enhancements via pilot/copilot line-of-sight capability; continuously computed impact point for the 20mm automatic gun helicopter armament subsystem; 2.75-inch unguided rockets (LAU-61C/A); and precision guided rockets (digital rocket launcher (DRL, LAU-61G/A)). Work will be performed in Fort Worth, Texas, and is expected to be completed by June 2021. Fiscal 2016 aircraft procurement (Navy) funding in the amount of $14,150,729 will be obligated at the time of award and will not expire at the end of the current fiscal year. The award was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Co., Huntington Beach, California, is being awarded a $13,731,493 cost-plus-incentive-fee option to a previously awarded contract (N00178-15-C-2016) to continue to provide design agent and technical engineering services in support of the AN/USQ-82(V) Gigabit Ethernet Data Multiplex Systems (GEDMS) program. GEDMS is a shipboard network used for DDG 51 class destroyers. The GEDMS network transfers inputs and/or outputs for the machinery control systems, damage control system, steering control system, AEGIS combat system, navigation displays and interior communications alarms and indicators. This contract combines purchases for the Navy (91 percent); and the governments of Australia (3 percent); Korea (3 percent); and Japan (3 percent) under the Foreign Military Sales (FMS) program. The work will be performed in Huntington Beach, California (72 percent); Arlington, Virginia (11 percent); Bath, Maine (9 percent); Pascagoula, Mississippi (3 percent); Georgetown, District of Columbia (3 percent); Richardson, Texas (1 percent); and Fairfax, Virginia (1 percent), and is expected to be completed by March 2018. This procurement will support the Navy PMA-299 Multi-Mission helicopter (MH-60S). Work will be performed in Haifa, Israel (99%); and Fort Worth, Texas (1%). In accordance with 10 U.S. Code 2304(c)(1), this modification was not competitively procured. There is only one responsible source and no other supplies or services will satisfy agency requirements. Future 76 helmet display tracker systems procurements are expected to support Naval Air Systems Command PMA-299 and Foreign Military Sales requirements, which have been deployed on MH-60S Knighthawk (Seahawk) multi-mission aircraft to facilitate and enable effective tracking for the pilot and co-pilot.
