Government Description
Modeling, simulation, engineering, analysis, test, and fundamental weapon science and technology research are performed to advance kinetic and non-kinetic weapons technology development. Johns Hopkins University Applied Physics Laboratory (JHU/APL) conducts fundamental, applied, and advanced research, including designing models and maintaining hardware and software tools for technology and engineering analysis, systems engineering, and system-of-systems engineering analysis. Tasks include developing rapid weapon solutions, researching propulsion weapons, radar/ir/eo, Electronic Warfare (EW), Electronic Protection (EP), Electronic Attack (EA), sensors, guidance, controls, tail kits, uavs, autonomous systems, and kinetic and non-kinetic payloads/warheads such as high explosive packages. Additional work includes operational flight programs (OFPS) with autonomy capabilities, network collaborative autonomous weapon guidance with graph neural networks, and risk reduction ground tests for adaptive and intelligent control experiments.

Dec 2022: The Johns Hopkins University Applied Physics Laboratory LLC, Laurel, Maryland, has been awarded a $49,900,000 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract.  This contract provides for specifically designed models, software routines, hardware sub-systems, systems, platforms, and tools that enable weapon development and analysis for sensor/payload/subsystem performance. Work will be performed in Laurel, Maryland, and is expected to be completed by Dec. 15, 2029, and includes issued task orders. This contract was a result of a sole-source solicitation based on the capabilities of a University Affiliated Research Center.  Fiscal 2022 research, development, test and evaluation funds in the amount of $500,000 are being obligated at the time of award. Air Force Research Laboratory, Eglin Air Force Base, Florida, is the contracting activity (FA8651-23-D-A002).
