Summary
This **Request for Clarification Responses issued by the U.S. Coast Guard** addresses technical drawing clarification and contractor-furnished electrical power requirements for work aboard **USCGC CALHOUN (WMSL-759)**.

Regarding Work Item 15, “TCTO: Dry Provision Storeroom, Modify,” the Coast Guard confirmed that the electrical work associated with relocating the fan is not shown on drawing 750-WMSL-320-004 and directed offerors to the revised Statement of Work, which includes an added drawing covering that work.

The response also clarifies that the contractor is responsible for supplying all electrical power required for its tools and equipment unless a specific work item states otherwise. Contractors must provide any mating plugs or adapters needed to connect to Coast Guard receptacles.

At USCG Base Charleston, contractor repair connections are available at Papa Pier berths N3 and S2. Each reportedly has:

- Three 120-volt, 15-amp GFCI outlets
- One 120/240-volt, 50-amp receptacle
- One 480-volt, 200-amp Russellstoll receptacle

However, the CALHOUN is not guaranteed to berth at either location.

The Coast Guard emphasized that bidders must not rely on available pier power when pricing the solicitation. The vessel has no assigned berth, contractor power mounds may be located up to 400 yards or more from the vessel, and power mounds with Viking connectors may be reserved for cutter use even when they appear vacant.

A forthcoming November pier is expected to provide only 120-volt contractor outlets and should not be considered in the bid.

Contractors may not connect to the ungrounded side of a power mound while a cutter is connected to the grounded side, particularly at the 480-volt Viking connections. Therefore, offerors should plan to furnish independent power capability.
