Summary
This **NAVSEA notice** announces the planned establishment of a secure electronic document library to support industry scoping of the **2027 dismantlement and disposal contract for the ex-Long Beach (CGN 9)**, which PAE Maritime 02 intends to award. Developed in response to feedback from the June 2026 Industry Day, the library will provide prospective vendors with controlled access to technical information before release of the formal Request for Proposal and enable vendors to recommend additions or exclusions to the Government-Furnished Information (GFI) list that NAVSEA will develop for the solicitation.
The library will operate on PrimeNet, a Government-controlled, SharePoint-based “zero trust” environment using a dedicated Microsoft Entra ID and Microsoft 365 tenant hosted in Azure Government and GCC High. Approved users will receive vetted, view-only access to a configuration-controlled database; security controls will prevent downloading or modifying its contents while allowing vendors to connect through their own U.S.-based networks without obtaining separate NAVSEA network approval. The information may include Unclassified Naval Nuclear Propulsion Information (U-NNPI).
To participate, vendors must first obtain authorization to access controlled technical information, including U-NNPI, by completing the procedures in Attachment 1. Their organizations must then complete new PrimeNet onboarding documentation, maintain an unclassified IT system connected to the internet from within the United States, and possess Microsoft cloud accounts for authentication. Prior participation in an earlier PrimeNet library does not eliminate the requirement for new organizational onboarding. After organizational approval, individual users must complete a User Agreement.
NAVSEA anticipates that the library could become available as early as August 2026, subject to sufficient organizational approvals and completion of the PrimeNet onboarding process.
