Description
Background The U.S. Navy's Portfolio Acquisition Executive (PAE) Maritime is conducting market research to identify potential sources capable of transporting, dismantling, de-militarizing, and disposing of the ex-Long Beach (CGN 9), including its defueled reactor plants.
This initiative is part of compliance with Navy policy for inactive nuclear-powered ships and statutory responsibilities under the Naval Nuclear Propulsion Program (NNPP). The dismantling and disposal must adhere to federal, state, and local laws, ensuring safety and environmental protection.
Work Details The contract involves the following key tasks: 1. Transporting ex-Long Beach (CGN 9) from Puget Sound Naval Shipyard to a dismantlement facility within the United States. 2. Dismantling the vessel in compliance with NRC regulations, including the removal of hazardous materials such as polychlorinated biphenyls (PCB) and asbestos. 3. Demilitarizing components in accordance with the Defense Demilitarization Program. 4. Packaging and transporting low-level radioactive waste (LLRW) to authorized disposal sites. 5. Conducting site remediation and restoration post-dismantlement. 6. All work must be performed within the United States, utilizing methods that do not involve traditional wet towing due to the vessel's condition.
Place of Performance All work will be conducted within the United States, specifically starting from Puget Sound Naval Shipyard in Bremerton, WA.
Incumbent Analysis(see Incumbents section for more detail) The prior contract N0002413C2112 awarded to Huntington Ingalls (about $992.9M, 06/20/13–03/31/26) for USS ENTERPRISE (CVN 65) inactivation accomplishment includes defueling, radiological work, waste containment and disposal, and preparation for towing, along with related shipyard support and environmental remediation activities. While this opportunity is focused on transporting and dismantling the defueled ex-Long Beach (CGN 9) (including reactor plant handling) rather than CVN inactivation, the scope overlaps in nuclear ship defueling/radiological work, waste management/disposal, and compliance-oriented environmental remediation that appears to be a continuation of similar inactivation/disposal execution capabilities.

This is a Request for Information (RFI) as defined in FAR 15.101(c), and in accordance with FAR part 10. The Portfolio Acquisition Executive (PAE) Maritime is conducting market research to identify potential sources that possess the capability to transport, dismantle, de-militarize, and dispose of ex Long Beach (CGN 9), including the defueled reactor plants in accordance with the attached Draft Summary Statement of Work (SOW), with all work done within the United States of America.
This notice is not a request for proposals or a promise to issue a Request for Proposal (RFP) in the future. This notice is issued solely for information and planning purposes and does not commit the Government to contract for any supply or service. The Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information provided, or administrative costs incurred, in response to this RFI; all costs associated with responding to this RFI will be solely at the Respondent's expense. The Government will retain all RFI responses, which will be protected as business sensitive and will not be released outside of the Government. The Government may use program support contractor(s) and Government will follow up with interested parties to obtain consent, as required. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUB Zone small businesses, and woman-owned small businesses are encouraged to participate. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is subsequently issued, the Government intends to synopsize it on the System for Award Management (SAM.gov) website. It is the responsibility of the potential offerors to monitor for additional information pertaining to any future requirement.

The ship check dates are tentatively scheduled on September 8-11, 14-18, 21-25 and 28 (no weekends) for planning purposes. The ship check access forms are provided (PSNS Security Request Forms.pdf). Vendors need to assume three to four days for the ship check to include badging, gas freeing, training, and ship check including reactor compartment.

Information provided in responses to this notice will not be returned to the submitter. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice.
PAE Maritime may request further information regarding the capabilities of respondents to perform the efforts identified in this RFI and attached draft SOW.
