1.0 Introduction

2.0 Purpose:

The Transportation Security Administration (TSA) is hosting an e-Industry Day for the Electronic Baggage
Screening Program (EBSP) Explosive Detection Systems (EDS) Competitive Procurement 2 (CP2)
Qualification Product List (QPL) for EDS Functional Categories Type I (FC1) and Type II (FC2).

The goals of this e-industry day is to communicate and discuss TSAs vision for EDS that includes, but not
limited to, refinement of EDS Transportation Security Equipment (TSE), enhanced detection
requirements, revised Track 1 Functional Requirements Document (FRD) structure, description of
deployed fleet, and future roadmap and capability expectations.

In order to advance security capabilities, the Acquisition and Program Management (APM) office is
seeking EDS that offer improved detection, lower false alarm rates, higher throughput, enhanced
functionalities, and improved system performance. This e-Industry Day offers the opportunity to initiate
discussions with industry representatives, access EDS market information and innovations, and attract
interest in next generation EDS.

3.0 Event Description:

Date: Monday, August 24, 2020

Location: The e-Industry Day event will be held through CISCO WebEx. TSA will conduct a dry run on

Monday, August 17, 2020 to confirm access capabilities with vetted attendees. Prior to the dry
run, information on how to attend will be provided.

TSA intends to cover its vision, challenges, scope, expectations, requirements, and milestones for EDS
qualification activities. Question and answer discussions will be held at the end of each topic to ensure
that TSA and attendees are in alignment with expectations.

4.0 Agenda:

Prior to e-Industry Day, the agenda will be finalized and sent out to vetted attendees prior to the event.

5.0 Required Criteria for Attendance:

Participation in this e-Industry Day is limited to (a) current TSA Checked Baggage EDS manufacturers, (b)
potential TSA Checked Baggage EDS manufacturers, (c) third party screening technology manufacturers
and (d) potential explosives detection algorithm developers that have analogous experience in
technology readily adaptable to the checked baggage environment.

In order to be considered for attendance, each company must submit a short summary of the company
background including any relevant EDS projects and other pertinent information that will show a, b, c, or
d above. The total page count for this Project List and Summary shall not exceed one (1) page, per
Section 7 below.

Attendance at this event is subject to TSAs sole review and discretion.

6.0 Security Requirements to Attendance:

In preparation for e-Industry Day, TSA intends to release the draft Track 1 FRD covering EDS FC1 and FC2
functional requirements to participants in advance for the purpose of receiving feedback and for general
familiarity of TSAs requirements, approach, and framework of requirements that will need to be
addressed during the e-Industry Day.

The FRD is Sensitive Security Information (SSI), and those interested in viewing the document must
satisfy the following requirements prior to receiving it. Only those vendors that are accepted by TSA to
participate in this e-Industry Day based on the attendance criteria will be vetted.

Vendors will only be allowed one submission of employees for SSI vetting. Vendors must submit their
request for SSI vetting by Friday, July 24, 2020 at 3:00PM EDT in accordance with the following process:

Sensitive Security Information (SSI) may be available to participants in this EDS e-Industry Day event.
Potential participants must obtain specific authorization in order to obtain SSI. SSI will not be available
or otherwise provided or disclosed to any person not specifically authorized to receive it. SSI provided
under this EDS e-Industry Day event may only be used for the purpose of providing feedback to TSA as it
finalizes the EDS Track 1 FRD.

A. Background. As part of this e-Industry Day process, TSA may allow offerors access to Sensitive
Security Information (SSI). SSI is information that, if publicly released, would be detrimental to

transportation security, as defined by Federal Regulation 49 C.F.R. Part 1520. SSI may be available
to e-Industry Day participants in preparing responses to this e-Industry Day. Potential vendors must

obtain specific authorization in order to obtain SSI. SSI will not be available or otherwise provided or
disclosed to any person not specifically authorized to receive it. SSI provided under this acquisition
may only be used to satisfy acquisition requirements.

B. e-Industry Day Participants Responsibility. TSA will review the System for Award Management
(SAM) and Dunn and Bradstreet to ensure that the corporate entity would not otherwise be
precluded from receiving the EDS draft Track 1 FRD. While this review does not replace the
responsibility determination required by FAR part 9, it may prohibit e-Industry Day Participants from
receiving SSI EDS draft Track 1 FRD prior to the e-Industry Day.

C. Criteria for Access to SSI. As part of this acquisition, SSI may only be accessed by individuals who

have successfully passed a Security Threat Assessment. This assessment may include a verification
of site facility clearance in the National Industrial Security Program (NISP), contractor suitability
determination or other federal background investigation, individual security clearance(s), and if
required, a criminal history records check (CHRC) and/or a check against terrorism databases.

D. Offeror Responsibilities.

1. Senior Corporate Official. Each e-Industry Day Participant (and subcontractor/team member)
must separately designate in writing to the Contracting Officer (CO) a single, corporate official who
will serve as the single point of contact for sensitive information. This must be provided to the CO as
part of the SSI submission. This individual must certify that all appropriate protections will be
followed, only authorized individuals will have access to the sensitive information, and that those
individuals adequately understand their responsibilities to protect the information. This official
must also certify to the Contracting Officer, every 60 days from the date of receipt of SSI and
continuing until all SSI is returned pursuant to section D.4. below, that all appropriate protections
have been followed, only authorized individuals have access to the sensitive information, and that
those individuals with access adequately understand their responsibilities to protect the
information. A copy of this certification shall also be emailed to RFP.Access@tsa.dhs.gov. This
official will also ensure that the Contracting Officer is notified of staffing changes or circumstances in
which individuals no longer need access to the information.

2. Information Requirements. Consistent with the criteria release described above, e-Industry Day
participants Senior Corporate Officials must provide the appropriate information to the TSA as
identified below. Note that this requirement applies likewise to any prospective subcontractor, joint
venture partner, or team company whose access to the specified SSI and consequent input into
the planned e-Industry day response is necessary. All information must be emailed to
RFP.Access@tsa.dhs.gov and a copy to the EBSPIndustryDay@tsa.dhs.gov email address. This
information will be handled in accordance with the applicable Privacy Act System of Records Notice
(SORN), DHS/TSA 002, Transportation Security Threat Assessment System (T-STAS), noted in
Paragraph F, below.

a. Senior Corporate Officials shall provide the Contracting Officer via email with the CAGE
code of the e-Industry Day participants facility that will manage the proposal, company
DUNS number, and address; and

b. Senior Corporate Officials shall provide the following information for all employees who
require access to SSI in a single password protected Microsoft Excel spreadsheet emailed to
the Contracting Officer. The password for the password protected spreadsheet shall be sent
to the Contracting Officer in a separate email, at the same time.
