Summary
This **Amendment 0001** issued by the **Department of Veterans Affairs, Great Lakes Acquisition Center** for **Solicitation 36C25226Q0670** updates the Performance Work Statement for heating system piping repairs at the Captain James A. Lovell Federal Health Care Center, Building 134, in North Chicago, Illinois.

Effective August 17, 2026, the amendment adds two requirements under Section B.1:

- The contractor must **remove and replace two VA-furnished circulation pumps**.
- The contractor must **provide and replace new control valve assemblies on the heating-system heat exchangers**.

All other solicitation terms remain unchanged, and the offer-receipt deadline is not extended. Offerors must acknowledge receipt of the amendment by the solicitation deadline or risk rejection.

The underlying requirement covers labor, supervision, materials, equipment, permits, and incidentals to remove existing Victaulic grooved fittings, couplings, pipe sections, and insulation and replace them with welded steel piping and fittings serving AHUs 1, 2, 3, and 5 in the Building 134 penthouse air-handler heating closed loop.

Work includes lockout/tagout, pipe cutting and beveling, VA-approved welding procedures and certified welders, hot-work permits and fire watch, pressure testing at 1.5 times normal operating pressure or as required by code, insulation replacement, system refill and venting, and restoration to operation with FHCC staff.

The contractor must coordinate shutdowns with the COR, complete the work in one deployment within 30 days of mobilization, schedule it during the June–August heating off-season, and generally work Monday through Friday from 7:00 a.m. to 3:30 p.m., excluding Federal holidays.

The contractor must comply with VA standards and applicable ASME, AWS, NFPA 51B, OSHA, Joint Commission, CDC, ICRA, and facility security requirements.

Before work begins, the contractor must submit welder certifications, Welding Procedure Specifications, material data sheets, and a hot-work/site-safety plan.

After completion, the contractor must submit a detailed work report in PDF to the COR within two weeks and provide written labor and materials warranties.

Personnel must complete required badging, screening, privacy and security training, and facility check-in/check-out procedures while maintaining patient privacy, infection control, clean work areas, fire protection, and noninterference with healthcare operations.
