Government Description
Secure advanced framework for simulation and modeling (SAFE-SIM) phase IV. This phase focuses on developing an all-domain, Multi-Level Security (MLS) enabled Modeling and Simulation (M&S) environment to support mission-level M&S for senior-level military decision makers, technology developers, and acquisition professionals in areas such as concept of operations (CONOP) development, force structure composition, resource allocation, and targeted technology insertion. Key tasks include enhancing the M&S architecture, scenario configuration tools, and analytical tools; integrating advanced communications, non-kinetic effects, and third-party applications; implementing a pl 4 multi-level security capable architecture; and automating integration, testing, and rapid deployment of SAFE-SIM. The effort includes creating technical and non-technical documentation and delivering new capabilities to close research gaps identified during phase III.

Nov 2024:
Radiance Technologies Inc.,* Huntsville, Alabama, was awarded a $49,319,391 cost-plus-fixed-fee contract for Phase IV of the Secure Advanced Framework for Simulation and Modeling (SAFE-SiM) program. This contract provides for Phase IV continuation on Radiance Technologies Inc.’s Phase III research results, which is critical to meeting the Defense Advanced Research Projects Agency's joint all domain theater-wide analysis goals. Work will be performed in Huntsville, Alabama (50%); Dayton, Ohio (25%); Rome, New York (5%); Basking Ridge, New Jersey (10%); and Albuquerque, New Mexico (10%), with an expected completion date of November 2026. Fiscal 2024 research, development, test, and engineering funds in the amount of $2,392,900 are being obligated at time of award. This contract was a sole source acquisition. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity (HR0011-25-C-0318).
