Description

The Fort Cavazos Health Contracting Branch (CavHCB), Medical Readiness Contracting Office West (MRCO-W), Army Health Contracting Activity, MEDCOM, Fort Cavazos, Texas intends to award a Firm Fixed-Price, sole source contract to Beckman Coulter Inc., under authority of FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This is for the non-personal service of maintenance service for two Government-owned (2) hematology analyzers to support Irwin Army Community Hospital (IACH), Fort Riley, Kansas, 66442-4030. Award will be on or about 23 May 2025. The applicable NAICS code for this requirement is 811210, Electronic and Precision Equipment Repair and Maintenance . The Small Business Size Standard is $34M.

This notice is not a request for competitive quotes. No requests for capability briefings will be honored because of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract to provide the non-personal service of maintenance service for two Government-owned (2) hematology analyzers. The Contracting Officer determined that the circumstances of the contract action deem only one source reasonable available.

The Fort Cavazos Health Contracting Branch (CavHCB), Medical Readiness Contracting Office West (MRCO-W), Army Health Contracting Activity, MEDCOM, Fort Cavazos, Texas intends to make a sole source award to Beckman Couter Inc., 250 South Kraemer Blvd, P.O. Box 8000, Brea, CA 92822-8000.

Background
The Fort Cavazos Health Contracting Branch (CavHCB), Medical Readiness Contracting Office – West (MRCO-W), Army Health Contracting Activity, MEDCOM, located in Fort Cavazos, Texas, intends to award a Firm Fixed-Price, sole source contract to Beckman Coulter Inc. This contract is for maintenance services for two Government-owned hematology analyzers to support the Irwin Army Community Hospital (IACH) in Fort Riley, Kansas. The urgency of the requirement and the exclusive licensing agreements necessitate this sole source award.

Work Details
The contractor will provide non-personal service maintenance for two hematology analyzers at IACH. This includes: furnishing all parts, labor, equipment, materials, travel, and transportation necessary to perform scheduled and unscheduled maintenance.

The maintenance services are required to continue until the end of the analyzers' life cycle. Beckman Coulter is the only authorized provider for servicing these analyzers due to their proprietary nature and the necessity of using certified engineers trained specifically by them. Any unauthorized service would void warranties and service agreements.

Period of Performance
The base period of performance is from 1 October 2025 to 30 September 2026.
