This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; Quotations are being requested and a written solicitation will not be issued. Submit written offers only, oral offers will not be accepted. Please respond to this RFQ by providing the following information in this document.The Hurlburt Field AFB 1st Special Operations Logistics Readiness Squadron (1 SOLRS) Vehicle Management provides effective management, receipt, assignment, accountability, operation, transfer, inspection, and maintenance services for the base vehiclefleet, tenant organization vehicles, selected registered and non-registered equipment, and transient vehicles. Vehicles assigned are a combination of in-house government-owned vehicles (Appendix 7) and General Services Administration (GSA) leased vehicles (Appendix 6). GSA vehicle servicing and maintenance shall be accomplished In Accordance With (IAW) GSA policy defined in the GSA packet maintained in each GSA-leased vehicle. Note: Maintenance services will not include GSA-leased vehicles. Services will only include monitoring/tracking of work completed. Services include providing minor, major, unscheduled, scheduled, and preventive maintenance services for the government nonleased vehicle fleet, using in-house, contract and warranty services; performing on-base and local area mobile maintenance services; maintaining maintenance records; providing analysis and reports using the Defense Property Accountability System (DPAS) and Defense Logistics Agency (DLA) Enterprise External Business Portal (EEBT) link, and providing materiel support through government and commercial vendors and agencies. The contractor shall comply with Department of the Air Force Instructions (DAFIs/AFIs), all federal, state, and local laws in the performance of this Performance Work Statement (PWS).

Amendment 0001 - Addresses an extension to the solicitation posted and incorporates both wage determinations and a Q+A document. This amendment also includes a secondary POC.

Background
The Hurlburt Field AFB 1st Special Operations Logistics Readiness Squadron (1 SOLRS) is responsible for effective management, receipt, assignment, accountability, operation, transfer, inspection, and maintenance services for the base vehicle fleet and tenant organization vehicles.

The goal of this contract is to provide comprehensive vehicle management services that include both government-owned and GSA-leased vehicles, ensuring compliance with GSA policies and Department of the Air Force Instructions.

Work Details
The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and other necessary items to perform the following tasks:
- Provide minor, major, unscheduled, scheduled, and preventive maintenance services for the government non-leased vehicle fleet.
- Perform on-base and local area mobile maintenance services.
- Maintain accurate maintenance records.
- Provide analysis and reports using the Defense Property Accountability System (DPAS) and Defense Logistics Agency (DLA) Enterprise External Business Portal (EEBT) link.
- Provide materiel support through government and commercial vendors and agencies.
- Ensure compliance with all federal, state, and local laws in the performance of this Performance Work Statement (PWS). Maintenance services will not include GSA-leased vehicles; however, monitoring/tracking of work completed on these vehicles is required.
