Description

This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, quotations, or obligation on the part of the Government to acquire any products or services, but for planning purposes only. The purpose of this RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM), Special Operations Forces Acquisition Technology and Logistics (SOF AT&L), Program Executive Officer for Tactical Information Systems (PEO - TIS), Program Manager for Integrated Sensor Systems (PM-ISS), sub-programs for Joint Threat Warning Systems (JTWS) and Silent Dagger in developing acquisition strategies, statements of work/statements of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI.

The purpose of this RFI is to gain knowledge of potential qualified sources and to explore industry capabilities specific to Radio Frequency (RF) Signals Intelligence (SIGINT) sensors and related equipment with regard to the Key Interest Areas listed below.

Responses to this RFI will be used by USSOCOM, SOF AT&L, PEO-TIS, and PM-ISS to identify potential equipment for participation in the further evaluation of market information and/or ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice.

A. Each offeror must submit three documents in response to this RFI. The first document (B.1) must contain a detailed technical description of all proposed current capabilities (Technology Readiness Level (TRL) 6) and a description of how the offeror proposes to demonstrate these capabilities. The second document (B.2) must contain a description of other relevant capabilities (no TRL requirement) and a development roadmap showing the offeror's planned product development. The third document (B.3) must contain test results obtained in previous testing for the system intended for demonstration. All other documents provided by the offeror must be retained by the Government, but not reviewed.

B. Files must be submitted to the Government in .docx, .pdf, .xlsx, or .pptx format using the following filenames:

  1. IW25_[vendor name]_Demonstration - This is the document that describes the offeror's current capabilities and desired demonstration scenario.
  2. IW25_[vendor name]_Capabilities_Roadmap - This is the document that describes other relevant capabilities not being demonstrated and the offeror's developmental roadmap.
  3. IW25_[vendor name]_Test_Results - This is the document that provides the Government with a test report or test results from previous test events where the system being proposed for demonstration at Industry Week 2025 has had each capability fully tested and the results documented.

Industry Week 2025 Key Interest Areas:

Emergent SIGINT technologies at the tactical edge (on the battlefield), specific to:

  1. Vehicle mounted SIGINT sensors and any associated amplifier(s) or equipment, designed for single-node geolocation of modern communication protocols in a Ground or Maritime environment.
  2. Low Size, Weight, and Power (SWaP) body worn SIGINT sensors, and any associated amplifier(s) or equipment, designed for single-node geolocation of modern communication protocols.

PM-ISS will be hosting a demonstration during the week of 06-10 October 2025 at a location to be determined.

PM-ISS will be providing a diverse signal environment to test vendor capabilities advertised in their demonstration submissions. Based on the responses, PM-ISS will determine which vendors qualify for the demonstration. PM-ISS will notify all vendors via email by 05 September 2025 regarding their eligibility for the demonstration. PM-ISS will not provide any funding for vendors to demonstrate their capability.

The vendor must be prepared to demonstrate any capability written about in the demonstration document, B.1.

The Government requests submissions no later than 29 August 2025.

It should be noted that the Government plans to utilize employees from Science Applications International Corporation (SAIC), MANTECH International Corporation, and possibly other direct Government contractors as advisors to the Government.

THERE IS NO SOLICITATION AT THIS TIME. This request for information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred; and the Government will not be providing responses to any questions.

Interested parties who consider themselves qualified to perform are invited to submit a response to this notice by 29 August 2025.
