The United States Coast Guard requires the install of scaffolding, including crane services in support of scaffolding install, to develop an aerial working platform at the bottom and top of the TSA Antenna ( Beer Keg ) onboard USCGC BERTHOLF, located at USCG Base Alameda, CA. Additionally, the requirement includs an OPTIONAL single day (8 hour maximum) of crane service in support of repair efforts for the Beer Keg antenna, to be coordinated with the COR or Government Representative as required.

The Service Contract Act applies.

The purchase order resulting from this solicitation will be issued as a FIRM-FIXED PRICE purchase order on the basis of best value. The award will be made to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous to the Government, price and other factors considered. Factors that are being evaluated are as follows, in accordance of importance:

  1. Availability to meet performance and completion dates listed in the SOW
  2. Adherence to the Specifications in the SOW
  3. Price

UNIQUE ENTITY IDENTIFIER (UEI) NUMBER, FEDERAL TAX IDENTIFICATION NUMBER, AND CAGE CODE MUST BE INCLUDED.

Background
The United States Coast Guard requires the installation of scaffolding and provision of crane services to develop an aerial working platform at the bottom and top of the TSA Antenna ("Beer Keg") onboard USCGC BERTHOLF, berthed at USCG Base Alameda, CA.

Work Details
1. Scaffolding Installation and Rental: On 04AUG23, upon arrival at Base Alameda Pier and following crane setup, erect field-fit scaffolding on the Air Search Radar Platform to access the bottom and top of the "Beer Keg" antenna structure. Installed scaffolding shall remain in place on a rental basis for a 28-day period ending no later than 22AUG23.
2. Optional Crane Service: On a date TBD, provide up to 8 hours of crane lift services between ship's weatherdecks, the pier, and the aerial work platform as directed by the Government Representative or COR.
3. Scaffolding Demobilization: On a date TBD, no later than 22AUG23, demobilize and remove installed scaffolding from Base Alameda Pier following crane setup.
Additional Worksite Characteristics: The "Beer Keg" antenna is located approximately 122–135 ft above baseline on a stub-mast above the Air Search Radar Platform (~117 ft ABL).
No lift under this SOW will exceed 2,000 lbs.
Pier loading limits are 100,000 lbs on pile caps (~every 22 ft) or 100,000 lbs anywhere with 10 ft × 10 ft outrigger pads (1,000 PSF).

Period of Performance
04AUG23–22AUG23, with an open period to accommodate shipboard and pierside scheduling conflicts.

USCG Base Alameda Pier, Alameda, CA 94501.

Bidder Requirements
If required, a site visit will be held on 21 July 2023; interested offerors must contact CWO4 Robert Mason (757-266-1185 or robert.mason@uscg.mil) by 3PM ET on 20 July 2023 with names and dates of birth of site-visit attendees.
The vendor must comply with all OSHA regulations, provide qualified personnel, and ensure contractor employees present identification and are escorted onboard Government facilities.
