Background
The U.S. Coast Guard (USCG) is seeking to procure new Hand-Held Multi-Mode Biometric Readers to replace existing units that have reached the end of service. This initiative is part of the USCG's mission to enhance port security as mandated by the Maritime Transportation Security Act (MTSA) of 2002 and the Safe Port Act of 2006.

The new biometric readers will be used to verify the validity of Transportation Workers Identification Credentials (TWIC) and Seafarer Identification Documents (SID) issued by foreign governments, ensuring that USCG operational units can effectively authenticate and validate these credentials during facility and vessel examinations.

Work Details
The contract involves the procurement of Hand-Held Biometric Readers, specifically:
1. Mobile Credential Reader - MozaicID Mobile Credential Reader V3 (MCR V3), Product Code: MZID-MCR-V3
2. Spare Battery for MozaicID MCR V3, Product Code: MZMCRBAT
3. Docking Station for MozaicID MCR, Product Code: MZID-MCRDOCK
4. Software Configuration, Testing, & Deployment for MCR V3, Product Code: MCR-V3-SCTD
5. Support Services Contract for ongoing maintenance and support.
6. A standard commercial warranty for three years covering all 250 Hand-Held Readers.

Period of Performance
One (1) 12-month Base Period with four (4) 12-month Option Periods:
- Base Period: 01 Dec 2025 – 30 Nov 2026
- Option Period 1: 01 Dec 2026 – 30 Nov 2027
- Option Period 2: 01 Dec 2027 – 30 Nov 2028
- Option Period 3: 01 Dec 2028 – 30 Nov 2029
- Option Period 4: 01 Dec 2029 – 30 Nov 2030

Place of Performance
The primary place of performance will be at the Contractor’s facility with necessary visits to the United States Coast Guard in the Washington, DC metro area.
