Special Operational Equipment TLS

Background
The Defense Logistics Agency (DLA) Troop Support, Construction and Equipment (C&E) Supply Chain is the contracting activity for the Special Operational Equipment (SOE) Tailored Logistics Support (TLS) Program. This Justification and Approval (J&A) is issued to authorize an increase in the maximum dollar value of existing contracts due to unforeseen demand driven by factors such as the ongoing conflict in Ukraine and increased utilization of Unmanned Aerial Systems (UAS).

The current program maximum is $33 billion, which will be increased by $27 billion to a total of $60 billion. This increase does not change the scope of items supplied or the periods of performance.

Work Details
The SOE TLS Program includes a wide range of supplies such as:
- Survival Gear and Equipment Kits
- Tactical Equipment
- Personal Protection Equipment
- Protective Eyewear
- Escalation of Force Equipment
- Scuba Gear
- Thermal Protection Equipment
- Communication Devices (e.g., walkie-talkies)
- Compressors and Air Purification Systems
- Lifesaving/Search and Rescue Equipment
- Underwater Tools
- Load Carrying Equipment
- Mountain Climbing Equipment.

The program utilizes general categories rather than specific items to provide agility in acquisition. Current contractors include Atlantic Diving Supply Inc., Noble Supply and Logistics, SupplyCore Inc., and W.S. Darley & Co., with contracts awarded on January 5, 2021.

Period of Performance
The contracts have a two-year base period with four two-year option periods for a maximum term of ten years.

Place of Performance
The supplies will be delivered to various locations worldwide as required by military customers.
