Description

NASA/NSSC has a requirement for Safran Skydel GSG-8 GNSS Simulator & Software.
NASA/NSSC intends to issue a sole source contract to SAFRAN TRUSTED 4D INC., 45 Becker RD, West
Henrietta, New York 14586-9211 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that
SAFRAN TRUSTED 4D INC. is the sole provider of Safran Skydel GSG-8 GNSS Simulator & Software.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Ames
Research Center (ARC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures
prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 333310.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:00 p.m. Central Standard Time on 5/28/2025. Such
capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government not to compete this proposed effort on
a full and open competition basis, based upon responses to this notice, is solely within the discretion of the
government.
Oral communications are not acceptable in response to this notice.

Background
NASA/NSSC has a requirement for the Safran Skydel GSG-8 GNSS Simulator & Software. NASA/NSSC intends to issue a sole source contract to SAFRAN TRUSTED 4D INC., located at 45 Becker RD, West Henrietta, New York 14586-9211, as they are the sole provider of this equipment. The contract is aimed at supporting the Starling technology demonstration satellite swarm mission operated by NASA Ames Research Center (ARC).

Work Details
The contract includes the purchase of the following items:

1. **Safran Skydel GSG-8 GNSS Simulator**
- GSG-8 PNT/GNSS Simulator with 4 High Quality RF Ports and a combined RF port
- Built-in Computer/Controller (LINUX)
- Skydel Software (SKY-SSE) included with purchase
- 4 SDRs and 2 GPUs
- Robust Skydel Simulation Engine Software
- High dynamics with 1000 Hz iteration rate
- Compatible with multi-antennas/vehicles scenarios (up to 4)
- Supports GNSS threats resiliency testing (jamming, spoofing, meaconing, interference)
- Supports 2000+ Signals/Channels, with all satellites in view
- Advanced API Automation with Python
- 3 Year Hardware Warranty / 1 Year Support and Software upgrades
- End user responsible for providing keyboard, monitor & mouse
- Accessories include a GNSS receiver and terminations
- Easily upgrade hardware & software; options for HIL, RTK, IQ File Generation, Advanced Jamming, Multi Instance available.
- Velocity limited to 600m/s; option SKY-EXLI available to simulate velocity up to 1500km/s (requires export license outside EU).

2. **Power Cord**
- AC Power Cord, North America Plug (CA06R-1513)

3. **Skydel License Dongle**
- Includes licenses for GPS L1 C/A, GPS L1C, GPS L2C signal simulation.

4. **Additional Options**
- SKY-HIL: Skydel HIL Option

5. **QZSS Signal Simulation**
