FireNet Enterprise Business Services

Background
This document serves as a limited sources justification for the Department of the Interior (DOI), specifically the Interior Business Center, Acquisition Services Directorate (AQD), Division I, Branch I, on behalf of the DOI Office of Wildland Fire (OWF).

The DOI plans to contract by means other than full and open competition to continue the FireNet Enterprise Business Services. The goal is to ensure ongoing support for interagency collaboration in wildland fire operations.

Work Details
The DOI OWF requires continued professional services to plan, operate, secure, and enhance FireNet, which is a Microsoft 365/Azure-based interagency collaboration environment. This platform supports federal, state, tribal, and local wildland fire operations by providing secure cloud-based collaboration capabilities.

The services needed include:
1. Management and Administration
2. Project Management Support
3. Customer Relationship Management and Helpdesk
4. Strategic Communications
5. Subject Matter Expert (SME) Support
6. Administrative Support
7. Web & Digital Platform Development
8. Security Architecture and Compliance
9. Power Platform and Platform as a Service (PaaS) Enablement.

These tasks will sustain daily operations and deliver enhancements that were previously provided under Task Order 140D0422F0292.

Period of Performance
The anticipated period of performance includes one twelve-month Base Period followed by four twelve-month Option Periods, with an optional extension period of up to six months for additional surge support.

Place of Performance
The services will be performed primarily within the framework of the DOI's operational areas related to wildland fire management.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on the prior OWF FireNet PM BPA call order, contract 140D0421A0005-140D0422F0292, awarded to Chevo for $7,836,760 (04/07/22–04/06/27). The current requirement calls for continued management and administration, project management support, helpdesk/customer relationship management, strategic communications, SME and administrative support, and ongoing web/digital platform development and security/compliance for the Microsoft 365/Azure-based FireNet environment. These services are described as sustaining daily operations and delivering enhancements previously provided under the prior task order, indicating continuity of the same FireNet enterprise business services.
