Background
The National Institutes of Health (NIH), specifically the Office of Logistics and Acquisition Operations, Specialized Scientific Information Technology Division (SSIT), intends to negotiate and award a contract to OpenEye Scientific Software, Inc. This contract is for software toolkits that provide license support for the National Center for Biotechnology Information (NCBI) in support of the PubChem project.

The software is crucial for integrating small molecule structures and bioactivity assay results into NCBI’s PubMed Search System, ensuring data integrity and consistency through a custom-designed normalization procedure developed in C++. The NIH has a requirement to maintain the current system, as the software publisher does not recognize resellers.
