Description

The Commander, Naval Surface Warfare Command, through the General Services Administration (GSA), is conducting market research to support the Littoral Combat Ship Squadron TWO (LCSRON TWO) under the Naval Surface Force Atlantic (SURFLANT). LCSRON TWO is tasked with overseeing administrative control, training, maintenance, and readiness of assigned Littoral Combat Ships (LCS) along with providing logistics support. The overall goal of this contract is to enhance data management and analysis capabilities to improve operational efficiency and decision-making processes for LCSRON TWO.

This solicitation seeks the services of a Junior Database Developer and a Metrics Business Analyst. The Junior Database Developer will be responsible for designing and creating databases that facilitate metrics analysis. This role involves providing technical expertise in multi-user, web-based platforms such as Microsoft Access, SharePoint, SQL, or similar technologies. The developer will collaborate with Subject Matter Experts (SMEs) to develop and maintain databases that track key performance metrics related to maintenance, operational availability, material availability, training replacements for sailors, among other requirements.

The Metrics Business Analyst will focus on maximizing data collection efforts by applying best practices in metrics analysis across all business lines within LCSRON TWO. This role involves interpreting data analytics to minimize redundant efforts among ship crews and squadron staff. The analyst will work closely with the developer to update existing datasets and create new ones as needed. They will also assist the Chief of Staff and Department Heads in identifying process improvements by preparing comprehensive reports that include qualitative and quantitative analyses using graphs and charts. These reports aim to evaluate data collection effectiveness while supporting management decisions at both operational levels and during Flag-level briefings.
