Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Mettler-Toledo dynamic mechanical analysis (DMA) unit. The compliant material is available solely from Mettler-Toledo, as the required support can only be purchased through the original equipment manufacturer. The NAICS code is 334516 and the business size is 1,000 employees.

The proposed purchase order is being solicited on a sole-source basis to Mettler-Toledo. The proposed action is for their DMA unit, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Mettler-Toledo is the only source of the required equipment, with no compatible software on the market. The NSWCCD intends to award a firm fixed-price purchase order to Mettler-Toledo, Inc using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 03 July 2024. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 07/03/2024 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Work Details
The contract requires the purchase of one Thermal Analysis System DMA 1, including the Dynamic Mechanical Analyzer (DMA) unit, Standard Furnace, Gas Cooling Accessory (GCA), clamps, software, accessories, and on-site NSWCCD installation, calibration, and training services. The system is used to facilitate temperature control during dynamic mechanical analysis (DMA) tests supporting qualification of material samples for existing and future Navy submarine coatings. Mettler-Toledo, LLC is the sole manufacturer/vendor of the unit and the total system costs $96,065.22. The required delivery date is 31 August 2024.
