Lease of TFS Hangars and Ancillary Facilities

Background
The Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT), Public Works Department (PWD), Rota, is issuing a justification for the continued lease of two tension fabric hangars and four modular office facilities at Naval Station Rota, Spain. This action supports the operational needs of Helicopter Maritime Strike Squadron 79 (HSM-79), which has been deployed to Rota since January 2020. The lease is necessary due to delays in the construction of permanent facilities under project number P-313.

Work Details
The contract involves leasing two tension fabric hangars, each approximately 100' x 100', with aircraft doors measuring 20' x 66'. One hangar includes a 5-ton operational bridge crane. These hangars are essential for helicopter maintenance and are equipped with fire protection systems, HVAC, electrical systems, telecommunications, plumbing, and sewer facilities.

Additionally, there are three modular office facilities serving as ready-rooms for air crews and one modular restroom facility, all equipped with similar essential services. The total estimated value of this action is $2,700,000 over three fiscal years: FY25 O&M Navy $900,000; FY26 O&M Navy $900,000; FY27 O&M Navy $900,000.

Period of Performance
The lease will be performed over a period of up to three years.
