THIS RFI IS BEING ISSUED IN ACCORDANCE WITH FAR SUBPART 15.2. The Medical Affairs, Clinical Support Division of the Defense Health Agency (DHA) has a requirement to provide support to transitioning service members and/or Veterans who are currently receiving psychological health care (i.e., mental health care or behavioral health care) and/or moderate to severe traumatic brain injury (TBI) care and wish to receive care at their new destination or with a new provider in their same location or wish to initiate psychological health care for the first time.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Either a notice of intent to sole source or solicitation synopsis will be posted via SAM.gov.

Background
The Medical Affairs, Clinical Support Division of the Defense Health Agency (DHA) has a requirement to provide support to transitioning service members and Veterans currently receiving psychological health care or moderate to severe traumatic brain injury (TBI) care.

This initiative is part of the inTransition program established by the Department of Defense (DoD) in response to a 2007 report highlighting the disengagement of service members from mental health care during their transition from DoD to VA healthcare systems. The program aims to ensure continuity of care for Service members, National Guard members, Reservists, and Veterans seeking access to mental health services.

Work Details
The DHA requires inTransition Support Services that include:
1) Establishing and maintaining a 24/7 response capability with toll-free and electronic contact options;
2) Operating an external call center staffed with Data Analysts, Outreach Specialists, trained Call Center personnel, and licensed mental health coaches;
3) Providing coaching support services to assist Service members and Veterans in connecting to care and overcoming barriers;
4) Supplying all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision for inTransition Support Services;
5) Employing trained and licensed professionals for mental health care;
6) Identifying mental health referral sources;
7) Meeting DoD Common Access Card requirements for network access;
8) Developing a Program Management Plan for performance management;
9) Designating an experienced Program Manager for oversight;
10) Complying with DoD and Federal Law cybersecurity requirements prior to contract award;
11) Providing both in-person and virtual outreach efforts;
12) Executing direct contact strategies for information dissemination;
13) Measuring effectiveness and impact through data analytics;
14) Offering live responses regarding transitional and psychological health resources;
15) Maintaining an inTransition Resource Database as a searchable repository of information.
