Intent to Sole Source Javelin Biometric System   2

Background
The Government intends to award a sole source contract to PARSONS CORPORATION for the provision of a Javelin+ Mobile Biometric Collection Kit. This non-competitive award is justified, indicating that only one source is available to meet the specific requirement. The contract aims to support the mission of the Air Force Office of Special Investigations (AFOSI) in criminal and counterintelligence operations by providing advanced biometric collection capabilities.

Work Details
The contract includes the delivery of 2 each Javelin+ Mobile Biometric Collection Kits, which must meet the following salient characteristics:
- Lightweight, modular, Android-based device capable of collecting multimodal biometrics (fingerprint, face, iris).
- Equipped with a two-finger fingerprint sensor, single iris camera, and smartphone camera for face capture.
- Must connect to the Ares Gateway Transaction Manager (AGTM) software for integrating and disseminating biometric identity information.
- The system will utilize the ARES Mobile Biometric Application (AMBA) and include a full-service warranty aligned with existing AFOSI kits.
- Training on field-level utilization of the system and software must be provided virtually to OSI Detachment personnel.
- Integration for ready solutions, LSI services, and access to a Service Desk portal for issue tracking is required.
