The Office of Professional Services and Human Capital Categories (PSHC) is seeking a Blanket Purchase Agreement (BPA) against the General Services Administration (GSA) Multiple Award Schedule (MAS). The purpose of this BPA is to provide contractual support services in support of PSHC strategic initiatives. The scope of work includes services such as strategic business analysis, planning, and change management support, instructional system design and development, technical writing services, contract support services, PSHC systems support, business intelligence support, and technical evaluation support. The period of performance for this BPA is for a base year and four option years.

The majority of the work under this contract will be done remotely, but there may be occasions where contractor personnel will need to report to a physical location as determined by the Government. The contractor will be responsible for properly protecting all information used, gathered, or developed as a result of this contract and implementing procedures to ensure the security and confidentiality of sensitive government information. The contractor will also be required to comply with relevant GSA policies regarding information security, protection of personally identifiable information (PII), Section 508 compliance, and government furnished property.

The contractor may enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government's requirement. ACAs should include information such as the identification of associate contractors, program involved, categories of information to be exchanged or support to be provided, and potential conflicts between relevant Government contracts and the ACA. The contractor is not relieved of any contract requirements or entitled to any adjustments due to disagreements with associate contractors.
