Background
The U.S. Coast Guard (USCG) operates 3,000- and 5,000-gallon aircraft refueler trucks at CG Air Stations for refueling aircraft. The Aviation Training Center (ATC) Mobile personnel have diagnosed engine repairs needed for an International Motors aircraft refueler and require a qualified contractor to perform these repairs. This solicitation is issued as a Request for Quotation (RFQ) for the repair of a fuel truck, specifically focusing on the Engine Control Module (ECM), Exhaust Gas Recirculation (EGR) cooler, and wheel seal.

Work Details
The contractor shall complete the following tasks:

1. Repair Actions:
- Remove and reinstall the engine ECM, EGR Cooler, and system components to restore full operational status.
- Replace the wheel seal with new or newly remanufactured OEM or equivalent components.
- Conduct post-repair inspections to verify effectiveness.

2. Post-Repair Testing:
- Perform extensive operational and driving tests of the refueler engine post-repairs to identify any remaining deficiencies.
- Confirm that the engine is operational per OEM specifications using approved checklists and manuals.

3. Compliance Inspections:
- Inspect the aircraft refueler truck in accordance with federal, state, and local laws applicable to motor vehicle inspections.

4. Document Additional Discrepancies:
- Identify any additional discrepancies found during inspection or repair and document them in a formal quote for review by the KO.

5. Government Acceptance:
- Ensure that all repairs meet specifications through inspection by CGAS Mobile Quality Assurance personnel before invoicing for completed actions.

Place of Performance
The primary place of performance will be ATC Mobile’s facilities located at 8501 Tanner Williams Rd, Mobile, AL 36608-8322.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract for similar fuel truck repair work, with Dynamic Diesel Works identified on contract 70Z03825PE0000010 (purchase order value $8,513) supporting USCG Clearwater Air Station. The prior award description indicates repairs to fuel trucks, and the current RFQ likewise focuses on repairing key components of an aircraft refueler truck (ECM, EGR cooler, and wheel seal) along with post-repair testing and inspections, suggesting the work is a continuation of the same type of maintenance/repair effort for USCG refueler equipment.
