RCO MCI-West is issuing this Sources Sought (SS)/Request for Information (RFI) as a means of conducting market research to determine if there is a sufficient number of qualified businesses interested in and capable of providing services associated with equipment maintenance and repair. This service will be utilized by the Southwest Region Fleet Transportation (SWRFT) department. SWRFT is responsible for the management, readiness, and operational support of equipment powered with gasoline/natural gas/diesel/electric/other fossil fuel type engines, engine accessories, power transmission systems, and other parts of material handling equipment, construction equipment and similar equipment. These services shall be performed on site at the following USMC locations:

  • Marine Corps Base Camp Pendleton, (MCB-CPEN), Camp Pendleton, CA
  • Marine Corps Air Station Miramar (MCAS-M) Miramar, CA
  • Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, CA
  • Marine Corps Logistics Base (MCLB) Barstow, CA
  • Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, CA
  • Marine Corps Air Station Yuma (MCAS-Y), Yuma, AZ
Background
The United States Marine Corps (USMC) Regional Contracting Office (RCO), Marine Corps Installations (MCI) West at Marine Corps Base Camp Pendleton, CA, is conducting market research to assess the interest and capability of qualified businesses to provide equipment maintenance and repair services.

This service will support the Southwest Region Fleet Transportation (SWRFT) department, which manages and provides operational support for various types of equipment powered by gasoline, natural gas, diesel, electric, and other fossil fuels. The goal is to ensure the readiness and operational efficiency of equipment used at multiple USMC locations in California and Arizona.

Work Details
The Contractor shall provide all materials, Personal Protection Equipment (PPE), supplies, labor, equipment, transportation, and supervision necessary for equipment maintenance and repair services. Services include but are not limited to:
1. Maintenance and repairs on forklifts, warehouse tractors, low-speed electric carts, warehouse sweepers, trailers, and similar SWRFT support equipment.
2. Performing minor repairs requiring basic vehicle knowledge.
3. Cleaning services such as exterior washing and interior cleaning of equipment.
4. Checking and filling fluid levels including fuel, engine oil, coolant, etc.
5. Operating equipment within military installations for staging and refueling.
6. Assisting with spill prevention measures and clean-up.
7. Entering data into an automated key tracking system for monitoring equipment usage.
8. Maintaining a clean workspace and ensuring all tools are cleaned after use.
9. Lifting requirements: repeated lifting of up to 45 pounds; occasional lifting of up to 100 pounds with assistance.

Period of Performance
The contract will have a base year of performance lasting 12 months from February 1, 2025 to January 31, 2026 with four additional option years extending through January 31, 2030.

Services will be performed at the following locations: Marine Corps Base Camp Pendleton (MCB-CPEN), Marine Corps Air Station Miramar (MCAS-M), Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, Marine Corps Logistics Base (MCLB) Barstow, Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, and Marine Corps Air Station Yuma (MCAS-Y).
