Background
The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) is issuing this solicitation for the provision of Scaffolding/Containment Services for a 154-foot Fast Response Cutter. The goal of the contract is to ensure that the vessel can be maintained and repaired in a controlled environment, protecting it from external elements while allowing for necessary work to be performed safely and efficiently.

Work Details
The contractor shall provide all personnel, equipment, tools, supervision, and other necessary items to perform Scaffolding/Containment Services. Key tasks include:
1. Constructing scaffolding around the vessel with fireproof shrink wrap material to create a containment system that maintains a constant environment and prevents contamination from external elements.
2. Ensuring scaffolding meets OSHA regulations and can support required loads with safety factors.
3. Providing detailed engineering drawings stamped by a Professional Engineer prior to construction.
4. Performing maintenance and repairs on the structure as needed within 8 hours of notification at no additional cost.
5. Completing all work within nine calendar days starting on or around January 2nd, 2027, including removal of scaffolding by March 20th, 2027.

Period of Performance
The contract will commence on January 2nd, 2027, with all work required to be completed within nine calendar days. The removal of the containment structure will start on or about March 17th, 2027, and must be fully removed by March 20th, 2027.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA); provide drawings approved by a professional engineer; comply with OSHA Shipyard standards; possess necessary security clearances for access to the U.S. Coast Guard Yard; provide maintenance services within specified timeframes; and ensure all personnel are trained in safety protocols.

This opportunity appears to have a confirmed incumbent and/or closely related prior contract history with Atlantic Shrinkwrapping, which previously received scaffolding/containment awards for 154-foot cutters. Prior awards include “SCAFFOLDING AND CONTAINMENT SERVICES FOR 154' PABLO VALENT” (award value $219,000; 11/13/25–12/22/25) and “SCAFFOLDING SERVICES” (award value $219,000; 04/12/26–07/03/26). The current requirement for OSHA-compliant scaffolding and fireproof shrink wrap containment around a 154-foot Fast Response Cutter, including engineering drawings and rapid completion/removal, appears to be a continuation of the same type of vessel-specific containment work.

This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested and a separate written solicitation will not be issued.

Solicitation number 2126406Y6176K88001 applies and is used as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05, dated 22 May 2024. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency.

The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. No down payments or advanced payments will be made to the awarded vendor. Vendor shall ensure they can secure funding for this order until delivered and received by the US Coast Guard. Payment will be made by Government Purchase order (Net 30) and the vendor shall assume financial responsibility until the order is accepted and received by US Coast Guard. Payment of the work is authorized to be submitted as work is completed but must be approved by the Contracting Officer First.

Basis for Award: This solicitation is based on FAR 13 Simplified Acquisition Procedures and quotes will be reviewed and awarded on a Best Value basis per the solicitation. Past performance will only be reviewed for responsibility basis per FAR 9.1. The evaluation criteria for the quote's will be who meets all the technical requirements, who meets our deadlines and price.

All quotes must include the drawings approved by a professional engineer that are stated in the Statement of Work in order to be considered. Drawings will then be reviewed by U. S. Coast Guard Yard Structural and Safety departments to ensure it meets our needs.

*All Work must be completed in accordance with the attached Statement of Work for the order. At the time of the proposal, the contractor shall provide a drawing which details the enclosure design/build. The drawing shall provide all measurements and include a full list of materials to be used. The contractor shall also provide a detailed work plan at the time of the proposal to include the construction and de-construction of this enclosure with duration.

Invoicing In IPP

It is a requirement that all invoicing for Purchase Orders will now be entered and processed through https://www.ipp.gov.

All invoices must contain the following information: CG Purchase Order number, vendor's invoice number, cage number, PO item number, description of supplies or services, unit prices and extended totals (INVOICES FOR PURCHASE ORDERS AWARDED BY SURFACE FORCE LOGISTICS CENTER, BALTIMORE ARE TO BE SUMITTED AS NON PO IN IPP). Shipping costs will be indicated as a separate line item on the invoice (if applicable). Shipping cost $100 or more must be accompanied by a separate freight invoice when submitting an invoice(s) for payment (if applicable).

Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 DAYS FROM THE END OF LINE 4.
