The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center Pacific requires eight (8) each self-contained breathing apparatus (SCBA) and sixteen (16) 4500 psi 45 minute carbon cylinders and valve assemblies.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2120-23-01659 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.

(iv) The NAICS code for this acquisition is 339920 Sporting and Athletic Goods Manufacturing; the small business size standard is 750 Employees.

(v) Line items are as follows:

CLIN 1: Eight (8) each Scott Air-Pak X3 Pro SCBA (Configuration Number X8814025305304).

CLIN 2: Eight (8) each Scott AV-3000 HT Face Piece

CLIN 3: Eight (8) each EPIC 3 Radio Interface Voice Amplifier

CLIN 4: Eight (8) each EPIC 3 Bluetooth Lapel Speaker Microphone

CLIN 5: Sixteen (16) each Scott SCBA Carbon Cylinders, 4500 psi, 45 minute

CLIN 6: Accessories to Complete Quantitative Fit Test

CLIN 7: In-Service Training Upon Delivery

(vi) Description of requirements for the items to be acquired: The vendor is to provide the items in CLINs 1 - 5 per the attached statement of need. All offerors must have a current, direct distributor agreement with Scott Safety. Third party offers will not be considered.

(vii) Date(s) and place(s) of delivery and acceptance and FOB point.

NOTICE TO OFFERORs: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. All quotes must be submitted to the above Smart Sheet Link.

Quotes at a minimum must include the following:

1. The Request for Quote (RFQ) number;

2. The Name, Address, Telephone Number, and SAM Unique Identifier of the Offeror;

3. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

4. Demonstrate understanding of the statement of work/need with a detailed material specification or data sheet, pictures of the item, and authorized OEM letter to sell or distribute their products.

5. An itemized/detail breakdown cost of the quote that will reflect the entire price under this RFQ. (That would include, if applicable, the following: Material Cost, Labor, Travel, Freight/Delivery, Etc.).

6. Please provide at least three detail jobs with references performed within the past three years that are the same or similar in scope.

7. Vendor shall provide a point of contact that includes name, telephone number, emails, contract value and a detail description of the work performed.
