Description

1. Introduction/Purpose

The Federal Aviation Administration (FAA) has an Aviation Weather Technical and Engineering Support Services requirement as outlined in the attached Draft Statement of Work (SOW) for the William J. Hughes Technical Center in Atlantic City, NJ. This requirement is anticipated to be an indefinite delivery, indefinite quantity (IDIQ), time and materials (T&M) procurement for a period of 5 years (one (1) year base period and four (4) 1-year periods thereafter). Support services are estimated to commence in Fall 2026. The purpose of this market survey announcement is to solicit capability statements from interested companies.

2. Incumbent Contractor (if applicable)

The incumbent contractor is Basic Commerce and Industries, Inc. (BCI) of Morristown, NJ, and the current contract number is 692M15-22-D-00003.

3. Nature of Competition

The acquisition strategy for this procurement has not been determined. The results of this market survey will be used as a determining factor in deciding on the level of competition.

Please note that based on the FAA's Acquisition Management System Policy at 3.2.1.2.3, the use of agency wide contract/procurement vehicles must be used to the maximum extent possible. The responses to this announcement will be used as a determining factor regarding whether the use of an existing agency contract/procurement vehicle is appropriate.

Potential sources are cautioned that no further announcement may be made if an existing agency wide contract/procurement vehicle is utilized for this requirement.

4. Standard Language

(a) This is not a Screening Information Request or Request for Proposals of any kind;

(b) The FAA is not seeking or accepting unsolicited proposals;

(c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and

(d) Any costs associated with the market survey submittals are solely at the interested vendor's expense.

(e) Vendors will not be notified of the results of this survey or results of information submitted;

(f) The responses to this market survey will be used for informational purposes only and will not be released, except as required under the Freedom of Information Act (FOIA) or any other applicable law or regulation. Proprietary information will be protected only if marked as such. Therefore, any confidential or proprietary information submitted in response to this announcement must be explicitly and conspicuously marked by the vendor. Such appropriately marked information will not be disclosed outside of the acquisition team; and,

(g) If the FAA decides to conduct an open competition, it may limit the competition to only those vendors who responded to this market survey. However, not responding to this announcement does not preclude participation in any future Screening Information Request or Request for Proposal if any is issued

(h) This announcement is not intended to guarantee procurement of a service, and will not be construed as a commitment by the Government to enter into a contract. Thus, this notice does not commit the FAA or the U.S. Government to contract for any supply or service.

(i) Exclusive responsibility for source selection decision remains with the FAA.

5. North American Industry Classification System (NAICS) Code

The projected NAICS code for this requirement is 541330 (Engineering Services) with an applicable size standard of $16,500,000.

6. Submittal Requirements for Market Survey

Interested companies should submit a response, not to exceed 5 pages in length, that contains the following information:

(a) Capability Statement Interested firms are requested to submit a summary of its firm's capability in meeting the FAA's requirement as described in the attached Draft SOW. Examples of your firm's recent corporate experience (within the last 5 years) in performing similar work must be provided. Please include any additional information to assist the FAA in planning the acquisition strategy, such as if you possess a current FAA wide contract/procurement vehicle (such as an Electronic Federal Aviation Administration Accelerated and Simplified Task (eFAST) Master Ordering Agreement (MOA) and its award number). Also, include your firm's business classification size.

(b) Statement on whether or not the required services are commercially available in accordance with the definition of commercial item' in AMS Policy T3.2.1; Appendix C. If services are deemed non-commercial, companies are requested to provide an explanation as to what delineates them as non-commercial.

Background
The Federal Aviation Administration (FAA) is seeking Aviation Weather Technical and Engineering Support Services for the William J. Hughes Technical Center in Atlantic City, NJ.

This contract aims to enhance aviation weather capabilities and systems, sustain legacy National Airspace System (NAS) subsystems, and develop modernization concepts. The procurement is anticipated as an indefinite delivery, indefinite quantity (IDIQ), time and materials (T&M) contract for a period of five years, starting in Fall 2026.

The FAA's mission includes improving the sensing, processing, forecasting, integration, and dissemination of weather information to minimize weather impacts on NAS operations.

Work Details
The contractor will provide support across various programs including Common Support Services Weather (CSS-Wx), Reduced Weather Impact (RWI), NextGen Weather Processor (NWP), and others.

Specific tasks include:
1. **Aviation Weather Concept, Technology and Capabilities Research**: Evaluate technologies for future NAS use, conduct engineering trade studies, develop evaluation scenarios for demonstrations, and perform user evaluations of weather capabilities.
2. **Concept Maturity, Technology Development, Prototype and Demonstration Support**: Develop shortfall analysis documents, analyze functional requirements, conduct technology evaluations, and design prototype systems.
3. **Solution Implementation**: Provide system engineering support for aviation weather systems design and integration.
4. **Test and Evaluation**: Develop Test and Evaluation Master Plans (TEMP), conduct capability testing to assess performance acceptability.
5. **Post Deployment Support**: Evaluate operational issues related to deployed systems and provide recommendations.
6. **Weather Laboratory Maintenance**: Support the establishment and maintenance of laboratory capabilities for aviation weather research.
7. **Program/Project Management Support**: Manage project plans, schedules, track activities and report on project status.
