This Broad Agency Announcement (BAA), for Screening Information Request 692M15-25-R-00004, is sponsored by the Federal Aviation Administration (FAA) and will be open for ten (10) years from December 5, 2024. The BAA will be valid through December 4, 2034, unless terminated sooner. This BAA supports research interests from the William J. Hughes Technical Center for Advanced Aerospace, Aviation Research Division, which is located at Atlantic City International Airport, Atlantic City, NJ and other FAA organizations as required. Amendment 010 is issued to add BAA Topic of Interest ARAP0015 Number: ARAP0015 Advancing Concrete Strength Evaluation for Airport Pavement Design and Construction

Background
This Broad Agency Announcement (BAA), for Screening Information Request 692M15-25-R-00004, is sponsored by the Federal Aviation Administration (FAA) and will be open for ten years from December 5, 2024, to December 4, 2034.

The BAA supports research interests from the William J. Hughes Technical Center for Advanced Aerospace, Aviation Research Division, located at Atlantic City International Airport, NJ, and other FAA organizations as required.

Work Details
The contract involves conducting scientific study and experimentation aimed at advancing the state-of-the-art in aviation research. Offerors must prepare white papers that include: the specific purpose of the proposed research; a brief description of the proposed research method; relevant expertise of individuals involved; current state of development; estimated completion time and timeline; proposed testing and evaluation procedures; and estimated costs.

Proposals must be submitted in two volumes:
- Volume I (Technical) limited to 25 pages detailing program management, past performance, and intellectual property considerations;
- Volume II (Price/Cost) limited to 10 pages outlining direct labor, materials, travel costs, and other expenses. Offerors must also address potential conflicts of interest and provide a subcontracting plan if applicable.

The contract will be performed over a ten-year period from December 5, 2024, to December 4, 2034.
