Supply and deliver to the ground to specified locations, turn-key ATVs and UTVs per individual asset specification requirements. All agreed to accessories and options shall be delivered with the asset. Offerors shall quote on the full specification document. Vendors should ask questions if requirements or processes are unclear. Offering should be the base model that most closely fits the individual specifications. Up-sell type options will not be accepted.

For all requested machines, requirements are contained in the individual specifications for each asset. The purpose of these assets ranges widely, from scouting high-elevation/untraveled areas in smaller machines, hauling personnel and cargo to remote locations, performing wildland fire ignition operations, patrolling OHV trails, hauling materials in developed campgrounds, and more. Some will power tracks for winter operations, some will perform more basic functions.

There are several groupings of machines in this requisition. ALL FIRE ATVs and UTVs shall meet the requirements of the Wildland Fire Off-Highway Vehicle (OHV) Standard, provided in the Requisition Checklist. There are 3 categories:

MVR #1 All-Purpose Side-by-Side for Personnel and Cargo Transport (pages 28-37)
MVR #2 Advanced Scout Vehicles (pages 38-47)
MVR #3 All Terrain Vehicle (ATV) Type 1 (pages 48-55)

Machines are to be supplied and delivered to the ground, within 120 days of award. Delivery information is on the individual specifications for each asset.

Background
The USDA is seeking to procure All-Terrain Vehicles (ATVs) and Utility Task Vehicles (UTVs) to support various operational needs, including scouting, personnel transport, and wildland fire operations.

Work Details
The contract involves the supply and delivery of ATVs and UTVs categorized into three groups based on their intended use:
- MVR #1 – All-Purpose Side-by-Side for Personnel and Cargo Transport (pages 28-37)
- MVR #2 – Advanced Scout Vehicles (pages 38-47)
- MVR #3 – All Terrain Vehicle (ATV) Type 1 (pages 48-55)
