American Sign Language (ASL) and Communication Access Real Time) Services

SUBJECT: The Bureau of the Fiscal Service, on behalf of the United States Access Board (USAB) is hereby requesting a formal proposal for American Sign Language (ASL) and Communication Access Real Time (CART) Services Blanket Purchase Agreement (BPA) in accordance with the Statement of Work (SOW) and Attachment A - Pricing Sheet BPA included in this solicitation. Pricing is requested for the base BPA set up (Attachment A) in addition to the first BPA Order (Attachment B). This solicitation is a 100% WOSB set-aside utilizing Multiple Award Schedule Professional Services Language Services under NAICS 541930. See the attached Statement of Work, Quote Instructions, Evaluation, and Award for further details. Pricing shall be submitted in accordance with the Attachment A Pricing Sheet BPA and the Attachment B Pricing Sheet BPA First Order. Please refer to and use the formulas on the Excel Spreadsheets when calculating pricing for the proposal. The Government intends to issue a labor-hour/time-and-materials single-award BPA with one (1) 10-month base year and four (4) 12-month option years. In addition to pricing, all information required in the clause package, including any instructions to vendors must be completed and included with your proposal. Proposals that do not meet the Go/No-Go Factor criteria (Attachment C) or are determined to be within any technical or non-price factor, will be eliminated from further consideration. Attachment D ASL Feedback Form and Attachment E CART Feedback Form have been provided as reference, and example, of how the contractor's performance will be evaluated based on service provided.
