Background
The Federal Aviation Administration (FAA) is issuing a Challenge Based Acquisition (ChBA) for the Accelerated Transformation of Legacy Applications and Systems (ATLAS).

The FAA's Information and Technology Services (AIT) seeks innovative, secure, and resilient IT solutions to support the FAA and Solution Delivery Services (ADE). The goal of this contract is to enable portfolio-wide rationalization, consolidation, modernization, and sustainment of FAA’s application environments while reducing technical debt, improving user experience, enhancing security and resiliency, and delivering long-term cost efficiencies. This initiative is crucial for ensuring continuity of operations and safety within the National Airspace System.

Work Details
The scope of the ATLAS requirement includes support and modernization of the FAA’s mission support portfolio, which encompasses approximately 200 applications and 3,000 databases. The objectives for the contract include:

1. Portfolio Modernization and Technical Debt Reduction: Transition legacy systems into modular, scalable cloud-native architectures; eliminate redundant business functions; minimize technical debt; utilize AI/ML techniques for application analysis and code refactoring.

2. User Experience (UI/UX): Implement human-centered design practices; develop intuitive user interfaces aligned with FAA accessibility standards; reuse UX patterns across applications.

3. High-Availability Mission Operations: Ensure continuous operation of mission-critical systems at 99.9% availability; implement proactive system health management; establish resilient disaster recovery capabilities; reduce Total Cost of Ownership through AIOps.

4. Accelerated Value Delivery via DevSecOps: Establish a mature software delivery lifecycle with rapid releases; enhance software quality through reuse of enterprise services; provide visibility into development metrics.

5. Enterprise Data Excellence and Intelligent Automation: Create a unified data source by eliminating silos; derive predictive insights for safety operations; optimize processes with automated workflows.

6. Proactive Cyber Security and Compliance: Maintain continuous Authorization to Operate through embedded security controls; ensure rapid remediation of vulnerabilities.

7. Program Governance: Align modernization activities with FAA standards to ensure interoperability and compliance; provide data-driven oversight through performance metrics.

8. Seamless Service Transition: Ensure uninterrupted mission support during transitions; facilitate effective knowledge transfer.
