Background
The Department of Veterans Affairs (VA) is seeking to procure Remote Automated Laboratory System Software and Support. This contract aims to enhance the capabilities of the existing RALS data management system used by the VA San Francisco Health Care System, ensuring efficient data management and connectivity for various diagnostic instruments. The goal is to maintain compliance with the Oracle/Cerner interface project within the VA.

Work Details
The contractor shall provide software modules for interfacing with various diagnostic instruments, including:

- StatStrip GLU (Glucose) Module: Supports up to 54 instruments with HL7 Interface.
- i-STAT Module: Supports up to 21 instruments with HL7 Interface.
- Clinitek Status Module: Supports up to 7 instruments with HL7 Interface.
- HemoSonics Quantra Module: Supports 1 instrument with HL7 Interface.
- RALS -MTE and RALS eQuiz licenses for remote test result management.

Each module must be compatible with the existing RALS system and provide remote customer service for troubleshooting and support 24/7. The contract includes a test system that mirrors production functionality for compliance testing before updates are applied.

Period of Performance
Base year: October 1, 2026 to September 30, 2027;
Option year 1: October 1, 2027 to September 30, 2028;
Option year 2: October 1, 2028 to September 30, 2029;
Option year 3: October 1, 2029 to September 30, 2030;
Option year 4: October 1, 2030 to September 30, 2031.

Bidder Requirements
The contractor must be qualified to work on all components of the data management system and comply with VA policies regarding information security and privacy. The contractor shall ensure that all personnel involved in the contract adhere to federal laws and VA directives related to data protection.
