Massive Ordnance Penetrator (MOP)

The Massive Ordnance Penetrator (MOP) program, managed by the Air Force, focuses on developing and procuring a 30,000-pound class precision-guided penetrator. This initiative aims to enhance capabilities against hard and deeply buried targets. Key objectives include non-recurring engineering, analysis, and studies to ensure integration, testing, qualification, and production readiness. The program also addresses operational deficiencies related to safety and reliability while striving to decrease weapon system costs.

Preserving future production capabilities is another emphasis of the MOP program, particularly through addressing Diminishing Manufacturing Sources (DMS) issues. This involves conducting studies and implementing solutions such as bridge buys or life-of-type buys for critical components like electronic parts and energetics. The program ensures compliance with Congressional, National Agency, and Defense Department mandates while maintaining operational readiness through engineering change proposals.

In FY 2025, efforts concentrate on resolving DMS issues related to components such as the Actuator Controller Electronic Control Unit (ECU), joint mission computer, GPS receiver, Inertial Measurement Unit power supply card, and other essential electronics. Resources are allocated for the procurement of MOP assets including warheads, guidance kits, fuzes, and associated support equipment. These efforts are crucial for maintaining the effectiveness of the MOP system in meeting strategic defense objectives.

The MOP program's goals align with ensuring that the Air Force maintains a robust capability to address complex threats posed by fortified targets. By focusing on engineering improvements and addressing supply chain challenges, the program seeks to sustain its operational effectiveness while optimizing costs and ensuring compliance with broader defense requirements.
