Description

The Massive Ordnance Penetrator (MOP) program is a specialized Air Force initiative focused on the procurement and sustainment of a large precision-guided penetrator bomb. The primary goal of this program is to provide the Department of Defense with a capability to defeat hard and deeply buried targets, which are often inaccessible to conventional munitions. The MOP is designed to address strategic requirements for penetrating fortified underground facilities that may house critical military assets or weapons of mass destruction.

Funding for the MOP line item in FY 2026 is allocated under the Air Force's Procurement of Ammunition appropriation, specifically within the Bombs budget sub-activity. The objectives for this funding include non-recurring engineering, analysis and studies, integration, testing, qualification, and production readiness activities. These efforts are intended to resolve safety, reliability, or operational deficiencies, decrease weapon system costs, and preserve future production capabilities and capacities. Funding also supports compliance with Congressional, National Agency, and Department of Defense mandates, ensuring the program meets all statutory and regulatory requirements.

A significant portion of the MOP budget is dedicated to addressing Diminishing Manufacturing Sources and Material Shortages (DMSMS). This includes efforts such as studies, bridge buys, life-of-type buys, and supplier or parts replacement activities, particularly for electronic components and energetics that are commercially used and in short supply. Specific components targeted for DMSMS mitigation in FY 2026 include the Actuator Controller Electronic Control Unit, joint mission computer, GPS receiver, Inertial Measurement Unit power supply card, Fuze Interface Electronics Box Assembly, and the Electromagnetic Interface Filter Box Assembly.

The program also encompasses procurement of MOP assets such as warheads, guidance kits, fuzes, and associated support equipment. These procurements are essential for maintaining operational readiness and ensuring that the Air Force can field the weapon as required by evolving mission needs. The line item supports both recurring hardware costs and program support costs, including contractor services and other government costs necessary for the continued development, integration, and sustainment of the MOP system.

Another objective of the MOP program is to support performance of a full financial audit, as required by Title 10 U.S.C. Chapter 9A, Section 240-D. This ensures that all expenditures and activities associated with the program are transparent, accountable, and compliant with federal financial management standards. The audit requirement underscores the importance of fiscal responsibility and oversight in the execution of defense acquisition programs.
