Description
Joint Non-Lethal Weapons Applied Research is a part of the Department of Defense Non-Lethal Weapons Program, overseen by the Office of the Secretary of Defense and the Commandant of the Marine Corps. The program's primary objective is to conduct applied research and development in non-lethal technologies, including non-lethal directed energy weapons, acoustic and optical technologies, and advanced materials for vehicle and vessel stopping. This research aims to address capability gaps identified in the Non-Lethal Weapons Joint Capabilities Based Assessment Document and provide non-lethal options for use in legal or policy constrained scenarios. Additionally, the program supports ongoing studies, analyses, and exercises with NATO and Allies to strengthen alliances and partnerships.

The specific goals of this program include advancing non-lethal capabilities to complement lethal firepower in complex combat scenarios, such as urban environments with large civilian populations. The program funds applied research initiatives that feed non-lethal capabilities directly supporting the National Defense Strategy objective of strategic competition. This includes providing options to the joint force in pursuit of national objectives in legal or policy constrained scenarios while also complementing the use of lethal effects. The program's investment areas encompass a wide range of applied research related to non-lethal directed energy weapons, acoustic and optical technologies, advanced materials for vehicle/vessel stopping, human effects and effectiveness for new non-lethal stimuli, injury potential and effectiveness of directed energy, electric incapacitation, ocular, and acoustic-based non-lethal technologies. The work conducted under this program aligns with Technology Readiness Levels 2-4 and aims to meet recognized needs through systematic study and understanding.
