5 - Modification of inservice aircraft
Description
C-32A Modification of Inservice Aircraft under the Aircraft Procurement, Air Force budget activity, aims to fund all aircraft modifications for four C-32A aircraft, a commercial derivative of the Boeing 757-200. The program's specific objectives include addressing emerging modification requirements to support Program Support Costs (PSC), Advisory and Assistance Services (A&AS), systems integration lab, trainers, equipment, other government costs, and Senior Leader Communications System modernization efforts. Additionally, the funding is intended for service bulletins and low-cost modifications necessary for continuing Federal Aviation Administration certification while improving flight safety, reliability, and maintainability of the C-32 fleet. The program also includes Presidential National Voice Conferencing (PNVC) Modification to enable encrypted communications for key members of national defense leadership on protected systems and Crypto Modernization to replace the obsolescing Ultra High Frequency (UHF) Military Satellite Communication (SATCOM) System with a system that can connect to the Mobile User Objective System (MUOS) satellite constellation.
Furthermore, the program aims to address Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues. The specific funding allocation in FY24 is required for low-cost mods, service bulletins, Presidential & National Voice Conferencing (PNVC) modification to one C-32A aircraft, and Crypto mod to four C-32A aircraft. This program supports performance of a full financial audit as required by title 10 U.S.C. Chapter 9A, Sec 240-D. Additionally, it aims to install Presidential and National Voice Conferencing (PNVC) system on remaining C-32A aircraft to provide secure, survivable voice conferencing for key members of national defense leadership.
