Description
The Air Force Integrated Personnel and Pay System (AFIPPS) aims to modernize the Department of the Air Force's (DAF) personnel and pay processes by integrating them into a single self-service system. This web-enabled Enterprise Resource Planning (ERP) solution supports the DAF's digital transformation journey and provides accurate and timely delivery of pay, entitlements, allowances, and benefits to all Active Duty Air and Space Force, National Guard, and Reserve components. The program's specific objectives include eliminating reliance on unsustainable legacy systems for payroll processing, ensuring improved auditability of service member pay, and enhancing the overall experience for service members by allowing self-initiated pay/personnel actions and decreasing pay errors. Additionally, AFIPPS will subsume the existing Military Personnel Data System (MilPDS) and launch its pay and leave capabilities by January 2025.
The program's planned activities for FY 2023 include completing Reporting System development, testing and integrating statutory-directed pay requirements, conducting cybersecurity vulnerability scans on code, updating contract and acquisition documentation to support Limited Deployment Authority to Proceed (ATP) approval, and maintaining required computing environments with DISA. In FY 2024, the program aims to complete payroll reconciliation testing, develop statutory-directed pay requirements, conduct operating location training for Operational Assessment participants, execute pre-deployment updates of data conversions and system configurations to the production environment prior to the Go-Live release, continue change management activities in support of Limited Deployment release, update contract and acquisition documentation to support Limited Deployment ATP approval, continue AF information technology efforts and studies for full integration into AF & DoD enterprise networks, databases, and information systems. These activities are aimed at ensuring compensation accuracy of payroll, auditability of military pay, validating system performance, conducting training, executing pre-deployment activities.
The program also includes government-performed test and evaluation activities such as Human Resources Integrated Baseline Regression Test (IBRT), Payroll Reconciliation Test analysis, Performance Evaluation Tests validation for compensation accuracy and military pay auditability. Additionally, it involves support for Joint Interoperability Test Command (JTIC)-led interoperability certification assessment tests aligned with Operational Test & Evaluation (OT&E). The acquisition strategy focuses on expanding the fielded AF Military Personnel Data System (MilPDS) by integrating pay and leave capabilities using commercial Oracle ERP E-Business Suite (EBS).
