The Air Force Integrated Personnel and Pay System (AFIPPS) is a major Department of the Air Force (DAF) initiative designed to modernize and integrate personnel and pay processes into a single, web-enabled Enterprise Resource Planning (ERP) solution. The transactional system is responsible for calculating and processing service member pay, while the reporting system enables users to generate reports and conduct data analysis. These development efforts are coordinated with ongoing sustainment of the Military Personnel Data System (MilPDS), which AFIPPS will subsume. This ensures a seamless transition and integration of new pay and leave functionalities.
System integrator development and contractor test activities are significant components of the AFIPPS program. The system integrator is tasked with developing, testing, and integrating new statutory and regulatory requirements, resolving system defects, and improving payroll accuracy. This includes ongoing payroll reconciliation testing, interface redesigns, and data cleansing efforts to ensure the accuracy and reliability of personnel and pay data. The program also supports cybersecurity vulnerability scans, change management, and training for operational deployment.
Government test and evaluation encompasses Developmental Test & Evaluation (DT&E), Operational Test & Evaluation (OT&E), and Cybersecurity Evaluation (CSE). The Air Force Operational Test and Evaluation Center (AFOTEC) and other government stakeholders conduct rigorous testing to validate system performance, operational effectiveness, and cybersecurity resilience. This includes performance evaluation testing, parallel pay testing, Treasury interface tests, and user business process testing to ensure the system meets all requirements before each deployment phase.
A key program goal is to execute a phased deployment strategy to reduce risk and ensure system readiness. The deployment plan includes an initial HR deployment to subsume MilPDS, followed by limited deployments to low-risk populations, and culminating in a full deployment to all DAF military personnel in FY 2027. Each deployment phase is preceded by comprehensive OT&E events to validate system effectiveness and suitability. There is additional focus on defect resolution, statutory compliance, and integration with partner systems such as the US Treasury.
AFIPPS also supports broader Department of Defense (DoD) and federal mandates, such as improving audit readiness in compliance with Title 10 U.S.C. Chapter 9A, Sec 240-D, and optimizing the civilian workforce per Executive Order 14210. The program includes funding for cloud migration activities, moving development and test environments from the Defense Enterprise Computing Center (DECC) to a DAF-approved Platform as a Service (PaaS) cloud. This further enhances system scalability and security.
