Description

Provide legal advisory services to the United States Environmental Protection Agency (EPA), Office of Water (OW), Office of Wastewater Management (OWM), WIFIA Management Division (WMD) to support the underwriting, structuring, negotiating, and closing of loans under the Water Infrastructure Finance and Innovation Act (WIFIA) programs. Generally, this shall include assisting EPA in evaluating the existing debt structure of borrowers; drafting, reviewing, and negotiating the legal terms and conditions in the credit agreements and other loan documentation for Federal credit assistance; and providing post-closing legal support services as needed. The awardees shall also assist EPA in providing general legal support to the WIFIA programs as needed, such as research and advice on specific legal issues relating to the WIFIA loans and projects.
