Description

Support decentralization of recipient governments, capacity-building in decentralizing governments, effective citizen participation in public decision-making and enhanced transparency and accountability in governance. Broader improvements to public management and administration may also be supported under this contract. Support for strengthening the capacities of sub-national governments in fiscal and financial management; local economic development; and conflict mitigation, management and resolution through local governance processes should also be anticipated in transitional, developing and failing, failed and recovering states.
