USACE Commercial Utilities Program (CUP) Utilities Management Consulting Services

Provide Utilities Management Consulting Services on behalf of the Commercial Utilities Program (CUP). The CUP was developed with the goal of reducing the federal Government's utility energy costs due to the sheer magnitude of funds spent on energy in support of federal Government operations and the steady escalation of such costs. The CUP provides policy, guidance and field support to the USACE Directorate of Civil Works programs, U.S. Army, other Department of Defense (DoD) organizations, and other federal Government agencies on the acquisition and sales of utilities services. The CUP monitors the development of proposed rate increases as filed by utility companies before federal, state, and local regulatory commissions, and rate increases that have an effect on federal customers within the utility service area.
